Se sostiene quela pobreza en América Latina no es un hecho contemporáneo, sino algo que afectaba desde la colonia a gran parte de la población. Se retoman algunos aspectos del caso mexicano para explicar que son condiciones históricas las que dan pie a la brecha del crecimiento económico entre América Latina y Estados Unidos, así como la desigualdad de los ingresos. Se ejemplifica esto con los casos de México, Argentina, Brasil y Chile, respecto de EUA, Japón y Alemania, presentando la (...) evolución del PIB per capita y la distribución del ingreso de 1980 a 2010. Se distingue la pobreza extrema de la moderada, siendo en esta última que el individuo no tiene acceso a los bienes comúnmente obtenidos por la mayoría de los individuos de su comunidad, aunque puede satisfacer sus necesidades básicas. Como parte de la pobreza moderada desglosa la pobreza de capacidades y de patrimonio. Finalmente con base en el planteamiento de la pobreza se analiza la pobreza en México, Argentina, Brasil y Chile en las últimas décadas. (shrink)

This article develops a comparative and recursive approach to political ontology by drawing on the ontological turn in anthropology. It claims that if ontological commitments define reality, then the use of ontology by recent pluralist political theorists must undercut pluralism. By charting contemporary anthropology’s rereading of structuralism as part of a plural understanding of ontology, it will be shown that any political ontology places limits on the political, and thus cannot exhaust political experience. This position will be established through an (...) analysis of the role of Claude Lévi-Strauss in the work of Ernesto Laclau and Chantal Mouffe and a comparison with the political ontology represented by perspectivism and potential affinity. Anthropology’s lesson for political theory is that ontology cannot simply be revised and treated in the singular, but that political ontologies must be analysed comparatively to reveal the shortcomings of, and recursively alter, one’s own political frame of reference. The publication of John Rawls’ A Theory of Justice in 1971 coincided with a complex set of changes in the political situation of the west, the role of intellectuals, the state of the social sciences and humanities, and in the development of the welfare state itself. These changes provided the conditions for the creation of a body of thought quite different from the one the sixties had produced, and a significant change from the discipline-dominated thinking of the period after the (...) Second World War. The immediately relevant events included the effective demise of Parsons’ systems theory, the waning of the passions of 1968, and an enrollment crisis in universities’ humanities and social science departments as economic fear drove students into professional programs, creating a sharp downturn in demand for faculty. The optimism that had characterized disciplines in these fields during the 1960s quickly faded. The idea that sociology was soon to become a “science,” the source of the positivism dispute of the sixties, faded along with it. Logical Positivism as a coherent movement collapsed under the weight of the problems of the theory-observation distinction. At the same time Political Theory, which had been taught largely as an historical study – a history of error, as Leo Strauss described the standard textbook of the time, George Sabine’s A History of Political Theory, or as a continuation of the mood of Kulturpessimismus, as in the writings of Sabine’s critic, Leo Strauss – revived, partly in response to the stimulus from the success of Rawls, partly in response to new ideas about participatory democracy rooted in the experience of the sixties. Social theory also changed: the role that Parsons had played as a focus of theoretical discussion was replaced; the work of Ju˝rgen Habermas, particularly his Theory of Communicative Action, reassessed and re-appropriated the classical theoretical tradition in social theory to replace Parsons’ synthetic account, and this work coincided with a systematic reconsideration of the classic social theorists, especially Weber. An additional source of new thinking came from the “dependent” periphery, as thinkers such as Ernesto Laclau and Chantal Mouffe, which emancipated Socialist theory from received dogmas about class struggle and recognized the centrality of other antagonisms and the need for open democracy. Pretendemos abordar pedagogo português Faria de Vasconcelos (1880-1939) no contexto da Escola Nova, norteando-nos por uma pesquisa de metodologia hermenêutica na análise aos seus pressupostos pedagógicos sobre os problemas escolares e, principalmente a sua preocupação pela adolescência e jovens delinquentes, infratores e/ou indisciplinados. Recorremos conceptualmente aos seus textos (fontes primárias) e à sua obra compilada por Ferreira Marques, a fontes secundárias sobre Escola Nova e História da Educação em Portugal da época. O método hermenêutico permitiu-nos compreender os escritos daquele pedagogista, (...) na frágua da temática, quer pelo questionamento, quer pelo alicerçar dessa compreensão sobre (análise) o conteúdo a interpretar. Ou seja, a hermenêutica sendo a palavra, em que a correspondente interpretação vem sempre do texto, converteu-se em mediadora desse processo interpretativo. Os objetivos foram os seguintes: analisar os contributos de Vasconcelos ao estudo científico da criança/infância, em especial no seu desenvolvimento físico e mental, sob a influência da Escola Nova; compreender a sua análise à adolescência e delinquência juvenil, na relação que estabeleceu entre a inteligência (percentagens de deficiências mentais) e tipos de delitos/crimes cometidos. Pretendemos resgatar este pedagogo para a História da Educação em Portugal, divulgando os seus contributos em prole do estudo da criança, da adolescência e jovem delinquente. The analysis of adolescence and young offenders by the pedagogist Portuguese Faria de Vasconcelos: relationship between intelligence and types of offenders Abstract: Intending to approach pedagogue Portuguese Farai de Vasconcelos (1880-1939) in the context of the New School, we were based on our research for a hermeneutic methodology in the analysis of its pedagogical assumptions, especially about school problems and, especially, its concern for adolescence and young offenders or undisciplined. We use conceptually his texts (primary sources) and his work compiled by Ferreira Marques, to second sources on New School and History of Education in Portugal at the time. The hermeneutic method allowed us to understand the writings about this pedagogist, in the depth of the theme, either by questioning or by the support of understanding about (analysis) the content to be interpreted. That is, hermeneutics being the word, in which the corresponding interpretation always comes from the text, has become a mediator of this interpretative process. The objectives were: to analyse Vasconcelos contributions to the scientific study of children/childhood, especially in physical and mental development, understand their analysis of adolescence and juvenile offenders, in the relationship he established between intelligence (percentages of mental disabilities) and types of crimes/crimes committed. We intend to rescue the thought and work of this pedagogue for the History of Education, disseminating his contributions in favour of the study of children, adolescents, and young offenders. Conceptual integration—“blending”—is a general cognitive operation on a par with analogy, recursion, mental modeling, conceptual categorization, and framing. It serves a variety of cognitive purposes. It is dynamic, supple, and active in the moment of thinking. It yields products that frequently become entrenched in conceptual structure and grammar, and it often performs new work on its previously entrenched products as inputs. Blending is easy to detect in spectacular cases but it is for the most part a routine, workaday process that (...) escapes detection except on technical analysis. It is not reserved for special purposes, and is not costly.In blending, structure from input mental spaces is projected to a separate, “blended” mental space. The projection is selective. Through completion and elaboration, the blend develops structure not provided by the inputs. Inferences, arguments, and ideas developed in the blend can have effect in cognition, leading us to modify the initial inputs and to change our view of the corresponding situations.Blending operates according to a set of uniform structural and dynamic principles. It is unfashionable to suggest that enactive processes - including some that involve the mirror neuron system - might contribute to the comprehension of sign language. The present essay formulates and defends a version of that unfashionable suggestion, as it applies to certain forms of syntactic processing. There is evidence that has been thought to weigh against any such suggestion, coming from neuroimaging experiments and from the study of Deaf aphasics. In both cases it is shown to be unpersuasive.

While the origin and development of the just war tradition until the early modern period blended concerns, ideas, and practices from the moral, legal, political, and military spheres, from the mid-seventeenth century until the mid-twentieth it largely disappeared as a conscious source of moral reflection about war and its restraint. Beginning in the 1960s, however, American theologian Paul Ramsey initiated a recovery of just war thinking in a series of writings applying the principles of discrimination and proportionality, ideas he traced (...) both to Augustinian theology and to natural law, to the debate over nuclear weapons and later to the Vietnam War. Ramsey's work directly engaged both theological and policy debate over military force, initiating lines of reflection that have since developed further and become increasingly institutionalized. They were asked to respond to a pre-questionnaire concerning the three characters' behaviors and possible actions and a post-questionnaire after writing a report from the points of view of the three characters in the scenario. The students were asked to consider whether the characters should report the possible harasser to their supervisor, and thus engage in whistle-blowing behavior, as well as (...) directly confront the harasser. Hypotheses are formulated for the three NAFTA countries based on Hofstede's cultural dimensions. There were significant differences, but in some cases not in the direction expected. According to several late medieval logicians, the use the universal quantifier ‘omnis’ creates the requirement that the sentence refers to at least three items—the principle of sufficientia appellatorum. The commitment is such that, when the quota is not fulfilled, one has to import the missing items from the realm of the nonexistent. While the central argument for this principle, whose origin is Aristotle’s De Caelo, stems from the contrast between unrestricted universal quantifiers and binary quantifiers, the discussion is often mixed (...) with another issue, concerning the requirement of a plurality of referents for universals. Introduction The Brazilian national curriculum guidelines for undergraduate medicine courses inspired and influenced the groundwork for knowledge acquisition, skills development and the perception of ethical values in the context of professional conduct. Objective The evaluation of ethics education in research involving human beings in undergraduate medicine curriculum in Brazil, both in courses with active learning processes and in those with traditional lecture learning methodologies. Methods Curricula and teaching projects of 175 Brazilian medical schools were analyzed using a retrospective historical and (...) descriptive exploratory cohort study. Thirty one medical schools were excluded from the study because of incomplete information or a refusal to participate. Active research for information from institutional sites and documents was guided by terms based on 69 DeCS/MeSH descriptors. Curriculum information was correlated with educational models of learning such as active learning methodologies, tutorial discussions with integrated curriculum into core modules, and traditional lecture learning methodologies for large classes organized by disciplines and reviewed by occurrence frequency of ethical themes and average hourly load per semester. Results Ninety-five medical schools used traditional learning methodologies. The ten most frequent ethical themes were: 1 – ethics in research (26); 2 – ethical procedures and advanced technology (46); 3 – ethic-professional conduct (413). Over 80% of schools using active learning methodologies had between 50 and 100 hours of scheduled curriculum time devoted to ethical themes whereas more than 60% of traditional learning methodology schools devoted less than 50 hours in curriculum time to ethical themes. Conclusion The data indicates that medical schools that employ more active learning methodologies provide more attention and time to ethical themes than schools with traditional discipline-based methodologies. Given the importance of ethical issues in contemporary medical education, these findings are significant for curriculum change and modification plans in the future of Brazilian medical education. Después de varias décadas de discusiones, críticas y revisiones, muchos autores han cuestionado hoy la vigencia de los planteamientos del constructivismo científico. Este texto muestra que sus principales planteamientos y legados siguen vigentes, aunque se han transformado en varias perspectivas que afirman la contingencia de la ciencia y la tecnología, en un sentido compatible con algunos puntos de vista realistas, y en las que se valora la acción conjunta, la co-construcción o el ensamble mutuo entre varios elementos y factores heterogéneos. (...) De esta manera, sigue siendo una de las principales perspectivas epistemológicas y metafísicas en las ciencias sociales y naturales. Las transformaciones que se han producido en relación con el constructivismo tienen que ver fundamentalmente con algunos cambios en la forma de entender la construcción: se han colocado límites a las intenciones políticas críticas, deconstructivas de la construcción, y al sentido monista, y sustancialista social; y se ha producido un giro ontológico hacia un sentido plural, relacional, y positivo de construcción. En este texto se hace una detallada revisión crítica del origen, el sentido, los aportes, los malentendidos y los problemas del constructivismo científico tecnológico, con el propósito de analizar su evolución, o la manera cómo ha devenido y se ha transformado en otros puntos punto de vista, como lo sugiere el título. The green economy redefines the function of economics as the study and management of sustainability for solving economic crisis. This article suggests the existence of economic paradigms, arguing they have no solution. They are the same ones of complexity; in other words, around all living beings who study the system, within the various biological levels: in the bioeconomy. The study of these paradigms is based on the contemporary scientific method conditioned to classical logic. "Contra la postmodernidad" entabla una polémica con las principales contribuciones políticas, sociológicas y filosóficas de los últimos tiempos. Comparecen ante el tribunal pensadores como Zygmunt Bauman, Anthony Giddens, Agnes Héller, Toni Negri, Simon Critchley, Gianni Vattimo, Eloy Fernández Porta y Jean-François Lyotard, entre otros. Se discuten las falacias de la economía neoclásica, el fetichismo de la alteridad radical y la retórica de la diferencia. A esto se añade una ardua polémica con aquella forma de filosofía obsesionada con el suicidio de (...) la razón, la muerte de la metafísica y la superación de la Modernidad. También se debate sobre la crisis del proyecto europeo y sobre movimientos sociales recientes como el 15-M o la primavera árabe. La tesis principal del libro afirma que la postmodernidad hace tiempo que llegó a su fin, sus categorías no son aplicables a un tiempo como el nuestro, marcado por una grave crisis económica, ecológica y social. Asistimos al regreso de la lucha de clases, la geopolítica, las estrategias neocoloniales, el populismo y el fundamentalismo étnico, cultural y religioso. En este contexto de grandes transformaciones, la apuesta normativa del postmodernismo resulta intelectualmente muy pobre y políticamente inútil. El afán por las cuestiones culturales e identitarias lleva a que muchos de sus autores olviden deliberadamente el análisis económico del sistema. Por este motivo, el postmodernismo resulta ser, en la mayor parte de los casos, una réplica exacta de la ideología neoliberal. (shrink)

This article considers the ‘creative education’ of influential Aotearoa/new Zealand art educator Elwyn Richardson, which is based on what he calls the ‘discovery method’: the ‘concentrated study of material from [students’] own surroundings’. Through a game that his students play with tyres, we explore the role that tools play in Richardson’s classroom and in the imaginary ‘worlding’ of his students’ play. By taking the ‘early world’ of the children’s development to be a product of the tools through which they describe (...) it, we reveal Richardson’s educative process to be essentially technological. His idea of the whole child who emerges through a process of experience and observation—of ‘emotion recollected in tranquillity’, in the well-known phrase of Wordsworth cited by Richardson—conflates the nature of the child and nature of the ‘natural’ world. By this act of ‘natural settlement’ not untypical of settler narratives in Aotearoa/new Zealand, the child’s—and, by implication, other settlers’—relation to the world of nature is naturalized. Instead, we would argue that the child’s relation to nature is altogether unnatural: it is imprinted by the technological means through which she explores the world and makes it her own—and by which she is made over. The ‘tyre-child’ is no child of nature, but a child of technology, for whom creative errors—acts of ‘mis-taking’ like the ones Richardson’s children make in playing with tyres—reveal an imaginary capacity at once theoretical and unsettling. In humans, the intestine is the major reservoir of microbes. Although the intestinal microbial community exists in a state of homeostasis called eubiosis, environmental and genetics factors can lead to microbial perturbation or dysbiosis, a state associated with various pathologies including inflammatory bowel diseases (IBD) and colorectal cancer (CRC). Dysbiotic microbiota is thought to contribute to the initiation and progression of CRC. At the opposite end of the spectrum, two recently published studies inSciencereveal that the microbiota is essential for chemotherapeutic (...) drug efficacy, suggesting a beneficial microbial function in cancer management. The dichotomy between the beneficial and detrimental roles of the microbiota during cancer initiation, progression, and treatment emphasize the interwoven relationship between bacteria and cancer. Moreover, these findings suggest that the microbiota could be considered as a therapeutic target, not only at the level of cancer prevention, but also during management, i.e. by enhancing the efficacy of chemotherapeutics. En este artículo pretendo desmantelar la opinión generalizada según la cual una interpretación relacional del espaciotiempo no es posible. Centro mi atención en el hecho de que las variables dinámicas usualmente están asociadas a objetos materiales en las teorías físicas. El tensor métrico de la Teoría General de la Relatividad (TGR) es un objeto dinámico así que —sostengo— este debe ser mejor entendido como un campo material en toda regla. Este argumento me lleva a vincular la naturaleza relacional del espaciotiempo (...) a las dificultades para formular una genuina ley de conservación de energía-momento en la TGR.I will try to dismantle the widespread impression that a relational account of spacetime is not possible. I concentrate on the fact that dynamical variables are usually linked to material objects in physical theories. The metric tensor field of GR is a dynamical object so, I claim, it should be viewed as a matter field. The argument links the relational ontological status of spacetime to the failure to provide a genuine law of energy-momentum conservation within General Relativity. (shrink)

Este artículo es un intento de dilucidación y delimitación historiográfico-conceptual que pretende aportar un enfoque alternativo a los estudios sobre la teoría política realista. Mi propósito es presentar un bosquejo del sentido histórico del concepto de realismo político situándolo en los contextos de la Realpolitik alemana y de la escuela realista de las relaciones internacionales. De este modo, pretendo mostrar las relaciones contextuales del realismo político, la localización de su antagonismo con el liberalismo y la invención retrospectiva de una tradición (...) realista como resultado de una serie de apropiaciones intelectuales y políticas. This article is a historiographical and conceptual attempt of clarification and delimitation to offer an alternative view to the studies of the realist political theory. I pretend to put forward an outline of the historical sense of the concept of political realism, placing it on the contexts of German Realpolitik and the realist school of international relations. Thus, I pretend to show the contextual relations of political realism, the location of its antagonism against liberalism and the retrospective invention of a realist tradition as a result of a set of intellectual and political additions. This paper proposes a parallel in the forms of Aristotle’s and Einstein’s physics. It’s an exercise on conceptual analysis rather than history. The possible similarity between Aristotle’s world and the form (global geometry) of Einstein’s universe is discussed. The correlation between kinematics, dynamics and gravity in their respective theories is also studied. Finally, Aristotle’s ontology of space is compared to the relativistic ontology spacetime.

Agostinho é um filósofo medieval ou um filósofo antigo? Alguns autores defendem que ele é um filósofo medieval porque desempenhou um papel central na absorção da filosofia grega num quadro teórico cristão. Sua importância na constituição do pensamento cristão é sem dúvida enorme, mas não fornece um bom argumento para uma tese sobre a periodização em história da filosofia. Agostinho é um filósofo antigo porque pertence ao mundo antigo, não ao mundo medieval, e esta fronteira histórica corresponde à queda do (...) Império Romano do Ocidente. Os fatos que parecem sustentar ambas as respostas são bem conhecidos, o que deve ser ajustado, portanto, é a pergunta: o que explica modificações amplas pelas quais a filosofia passou ao longo tempo? Os mecanismos envolvidos nessas modificações podem ser compreendidos uma vez que vemos a filosofia como parte da cultura, e parece claro haver uma ruptura muito importante entre os séculos V e XI. Mais interessante do que saber em que período classificar Agostinho é podermos colocar perguntas mais explicativas sobre essas mudanças: como tradições filosóficas nascem e morrem? Minha proposta é utilizar o modelo da epidemiologia da cultura, de Dan Sperber, para responder esta pergunta. Is Augustine a medieval or an ancient philosopher? While this is certainly true, it does not give us a proper way to understand the periodization of the history of philosophy. Augustine is an ancient philosopher because he belongs to the ancient world, and not to the medieval world, and the frontier is roughly established by the fall of Western Roman Empire. The facts that seem to ground both answers are well known, we should therefore have a better grasp of the question: what explains the large changes of philosophy along its history? These changes may be better understood once we see philosophy as part of the culture, and it seems clear that there are huge cultural differences between the 5th and the 11th centuries. More interesting than classifying Augustine as a medieval or as an ancient author, however, is asking better questions concerning the history of philosophy: how do philosophical traditions born and die? My proposal is to use Dan Sperber's model on the epidemiology of culture to answer this question. (shrink)

A idéia que existe um conteúdo comum à percepção e à mera aparência da percepção parece natural: ter uma ilusão não é outra coisa senão ter uma experiência que é subjetivamente indistingüível da percepção, e isto pode ser explicado pela identificação do conteúdo comum aos dois casos. Contra a postulação de um estado mental comum à percepção e à ilusão, alguns autores como P. Snowdon e J. McDowell propuseram uma teoria disjuntiva do conteúdo sensorial. Se um sujeito tem a impressão (...) de perceber algo, ou bem ele percebe de fato, ou é para ele como se ele percebesse. Se esta teoria evita um estado mental “disponível para a experiência nos casos em que há engano e naqueles em que não há engano” (McDowell), o recurso à concepção disjuntiva do conteúdo não é necessário para tanto. Apresento três argumentos contra a teoria disjuntiva da percepção. O primeiro argumento é que não é certo que a teoria disjuntiva possa ser útil na explicação da experiência perceptiva, tanto do ponto de vista da primeira pessoa, quanto do ponto de vista da terceira pessoa. Em seguida, ela não é uma teoria estável do conteúdo perceptivo. Ao considerarmos o desenrolar da experiência no tempo, o interesse de um conteúdo disjuntivo parece bem menos claro, os membros da disjunção vão rapidamente se distinguir. Finalmente, parece-me que a consideração de alguns aspectos da diferença entre a percepção efetiva e pelo menos alguns casos de ilusão perceptiva sugerem um outro caminho para explicar como a percepção nos põe em contato com o mundo. For these plays do not simply celebrate Tudor and Stuart rule: they scrutinize it too, in the centre of its institutional theatre of power, the court. This book shows how, if the plays came (...) into the court, the court also came into the plays, with its most salient features - its competitiveness, its inner tensions and its contradictions, its language, its cultural life and its entertainments - exposed to the scrutiny of an art-form that proved itself to be a new mode of historical understanding.
